This coin is a Peace Dollar VAM.

1B II1 - B2a (Extra Hair) I-3 R-4

Obverse II 1 - Normal die with die break at back of hair. Several variations of this type of break exist.
Reverse B2a - Normal die

The VAM-1B coin is one of several known peace dollar VAMs with a die break in the hair. In actuality, there are two variations of the VAM-1B, yes two different die break varieties aliased in the same VAM... shouldn't be but they are.
